That is, Cicero looks (sees) with eyes that resemble a ferret’s or appear as if they were on fire. The suggestion here is that he looks angry (but in a small, rodent-like way).
Are you using an edition of the plays that has glosses (brief interpretive notes for unfamiliar words or obscure phrases)? If not, you’d save yourself a lot of trouble by getting an edition that is designed for students and has glosses.
